calling draw and leave , end game and force draw

Time of Violation (in-game or replay): 1 of enemy team players dropped on 10 lvl , konrad just said draw and left then end the game… He were asked why he draw in discord and his answer was – I SAID draw , read the rules etc… 😀
Additional Information: Time to ban this guy , he afk force rmks , flame hard , now force draw and end games …

konrad was captain in his team and according to the rules can call the draw.
