Cuba.Libre TK/refusing to play

As in title, Cuba.Libre refused to build on 13 and allowed the enemy team to send 14 saving ~400gold
I told him to build up and even pinged him 10sec later (he had 15s left after ping to build) and he still refused to do so. I asked him in Discord on why he did it but he decided to log off and not answer to it.
